The Outsourcing of Homecare Re-ablement Services

In recent years the interest in and development of outsourced services for homecare re-ablement has increased. Although currently relatively small in number, approximately 20 out of 149 councils, it is clear that this interest will increase as councils seek to secure greater financial efficiencies as they manage growing demand within available funding levels. This paper sets out various potential models although the decision about the ‘right’ model (local authority trading company, social enterprise, independent provider, etc.) is likely to be influenced by the local view on an acceptable balance between control and  risk / liability.
